From residence documents to driving licence.

A practical checklist for foreign residents—what to verify, where to use official English material, and what happens at each stage.

Start with your local motor vehicles office.

Eligibility and document details depend on your residence status, licence class, and local processing office. Requirements can change; confirm before paying for photographs, a health check, or training.

ELIGIBILITY

Confirm your residence document and licence route

The Highway Bureau’s English Q&A states that foreign applicants should provide a stay or residence permit valid for more than six months. Ask the office whether your existing foreign licence can be exchanged or whether you need the full Taiwan test.

DOCUMENTS

Prepare the learner-permit package

The official guidance lists identity or residence documents, three recent one-inch colour photographs, and a driving-licence registration form with a qualified health and physical-fitness examination. Bring originals and ask whether your office captures photographs digitally.

PREPARE

Use the current Year 115 bank—not an old app

For tests on or after 30 June 2026, the car exam uses 50 multiple-choice questions and includes five hazard videos. Download the current language edition directly from the Highway Bureau and compare any third-party app against it.

BOOK

Reserve the correct test and location

Use MVDIS or contact the office named by your driving school. Confirm language availability, arrival time, payment method, vehicle category, and whether any training or learner-permit holding period applies to you.

WRITTEN TEST

Expect 50 questions and a practical pass threshold

Every question is worth two points. The published pass mark is 85, so the first achievable passing score is 86: 43 correct answers. Read negative stems carefully, watch every video to the end, and do not rely on answer length.

FINAL CHECK

Follow the examiner and verify licence issuance

On test day, bring the documents and originals specified by your office, arrive early, and follow examiner instructions even if they differ from a practice video. The licence is issued only after all required written and practical components are passed.

LANGUAGE SAFETY NET

If the English wording feels unfamiliar

  1. Study the same question in English and a language you know well.
  2. Build a glossary for legal verbs: must, shall, may, prohibited, yield and revoke.
  3. Memorise exact numbers separately from safety logic.
  4. Ask the testing office what language versions are available on its system.
